What is a
rising sign?
As the Earth turns, the twelve signs rise over the eastern horizon one after another, like the Sun does each morning. The sign coming up at the minute you were born is your rising sign.
Your Sun sign comes from the date, so everyone born in the same few weeks shares it. The rising sign comes from the exact time and the latitude of the place, so two people born on the same day in the same city a few hours apart have different ones.
In a chart the rising sign starts the first house, and every other house is counted from it. That is why astrologers ask for the minute, not just the day.

Not reliably. Without the time we calculate for noon and show the result with a note. Because the rising sign changes about every two hours, a noon guess has roughly a one in twelve chance of being right. A birth certificate, a hospital record or a parent's memory to the nearest half hour already narrows it to one or two signs.
The horizon is different everywhere. The place gives the latitude, which changes how fast each sign rises, and the time zone in force on that day, including daylight saving. The same clock time in London and in Tel Aviv gives different rising signs.
